Not everyone is able to create unique or interesting content and for this reason they use other peoples.  While penalties are posed for duplicate content how a search engine decides it qualifies as duplicate content depends on their algorithms.

Google in particular will not reward a site that contains duplicate content.  While this is not an outright penalty, it is a penalty all the same.  They award original content first.  However news site in particular have to post duplicate content, yet they still rank well.  This can be attributed to links as well as consistent new postings.  So, even though a site may be posting duplicate content they can still rank highly if they employ methods such as solid links and updated content.

However this seems to apply only to news sites.  If a site cannot post unique or original content it is possible to drive rankings if the content is relevant to their services or products and if they post other items such as videos or images which passes as original content.  Posting new content on at least a monthly basis is recommended, but more if possible.

Original content

Along with original content it should have Meta tags and should be optimized for keywords.  If your site is not ranking well it might be time to re-write your content.  If you can’t afford professional content writers you can check to see what content looks like on highly ranked sites.  An article need not be scrapped, at most around 50% should be re-written or perhaps all it needs is rearranging in terms of titles, topic headings, paragraphs and the insertion of keywords or keywords phrases.

Change your headline if you find other articles carrying the same one.  Switch around your content in terms of sentences or paragraphs, make it more readable.  Switch around the placing of paragraphs too.  Use bullets especially for the main points of an article.

Search engines are not going to change their stance on black hat duplicate content an din fact will most likely become more adept at uncovering it.  Try to make your site as original as possible and update it as often as possible.

Why do search engine penalize duplicate content?

Duplicate content is often used by unscrupulous webmasters in order to manipulate rankings.  They post the same content again and again over different websites.  Their thinking is that they more post the more exposure they will get and the higher their traffic volumes.

All this does is annoy search engines.  The reason it annoys them is because they are in the business of supplying high quality and relevant information.  They don’t want their visitors having to fight there way through reams of duplicate content in order to find what they are looking for.  If this becomes a regular experience for them they will go elsewhere to conduct their searches.   It is for this reason that they implement penalties that span anyone and everyone who is deemed guilty.   They aren’t fussy about who gets caught in the net, whether it is done intentionally or not.
